Although I do think getting rid of Drese like that was a bit too soon, this success IMO can be chalked up to the hitters in a new league not knowing his stuff. Over his career he has had a BAA of .297, and through his four starts with the Nats it's been .207. He still has the oh so low K/9, so once hitters see him a few times I suspect he'll put up numbers more like what you would expect from him. I wouldn't be surprised if they are slightly better than his stats with the Rangers but I don't think this is the new and improved Ryan Drese.
