Yea, I agree with this. Same story for other years too. 1996: Sure, he only started 26 games, but he was just 9-10, even with a 3.19 ERA. I think he should have been even better than 17-11 in 1997, when he had a 2.97 ERA and 319 K's in 35 starts. He was a 20-game winner just 3 times, but I think he piched well enough to be a 20-gamer 5 or maybe 6 times.
He's never won a Cy Young award, but look at the guys who beat him out when he came in second. Randy Johnson and Johan Santana. Without those 2 pitchers, Curt would have 3 Cy Youngs.
He has been ecxellent in the playoffs/world series. In 19 postseason starts, he has a 2.23 ERA and an 11-2 record, along with 120 strikeouts in 133 innings. Look, he went to the playoffs with the Phillies, Diamondbacks, and the Red Sox, and his kick-butt pitching lead to 3 world series rings.
I think he is a hall-of-famer because of his ERA and strikeout numbers, as well as his postseason success.
