What exactly will MLB accomplish by this? And will the MLBPA agree to this? Also there is no proof that HGH helps anyone get better in baseball.

MLB will accomplish: getting a test for a substance it has currently banned.
MLBPA will probably not agree, but I think they can get a deal worked out. |
