It's trite by now to say that it was probably a fluke that Shell recorded 190 strikeouts in 165 innings pitched back in 2004 in High-A ball. But even if his strikeout rate climbed back down to his norm as expected, he appeared to be a safe bet to make the big leagues because of his low walk rate. I guess that a combination of average stuff, low groundball rate, and cheap hits eventually caught up to him.
