What is a good free program to resize an image? I don't have $600 to spend on Photoshop and the program I use resizes pics but only to a fixed size.

good for viewing and resizing

its nothing special but its free

That's the program I use to only resizes them to a fixed size. When I try change only the height it automatically changed the width. Is there way to change that?

when in the "Resize/Resample" menu, look for "Preserve aspect ratio" and unclick the box beside it, then you can set your own hieghts and widths without the other being affected.

Now what about quality? The picture quality suffers a bit when I resize an image. What is the best option for quality?

Don't just resize it, you have to resample it. It comes out better.

Besides, if you don't keep the original height x width proportions of the picture, it comes out distorted.
